BRANCH LEADERSHIP:
PRESIDENT

Rev. Mitchell E. Brown

Rev. Mitchell E. Brown is the President of the Richmond-Madison County Branch of the NAACP.  Rev. Brown served 40 years in law enforcement, retiring from both the Kentucky State Police and the Richmond Police Department.  

Rev. Brown accepted his calling into the ministry in January 2020.  He has found many parallels in ministry and law enforcement.  In both, he was called to serve people.  In many ways, law enforcement helped to prepare him for ministry by teaching him how to relate to a wide variety of people from different backgrounds and life experiences.    

He is Chaplain at the Madison County Detention Center and volunteers at Baptist Health in Richmond.  Rev. Brown is currently serving on the Foundation Board at Baptist Health Richmond, Ky. Rev. Brown currently serves as Pastor of Pleasant Run Baptist Church in Garrard County.  He is an alumni of the University of Kentucky, and a member of Alpha Phi Alpha Fraternity, Inc.

FIRST VICE PRESIDENT

Mr. David W. Moragne Jr.

Mr. David W. Moragne Jr. served honorably as a veteran of the United States Armed Forces for over 20 years and retired in 2011. He currently works for the Department of the Army as a Safety and Occupational Health Manager and has resided in Richmond, Kentucky since 2008. 

David is a licensed minister and has over 15 years of ministry experience; committed to leading individuals to Christ, engaging the community in missionary work, and community outreach. He currently serves as a biblical counselor and board member of Upward Bound Ministries in Berea, Kentucky and has a home ministry where he teaches a weekly bible study. His life is dedicated to service and helping others live up to their full potential in Christ by sharing the truth in the Gospel.

David is a Certified Safety Professional and holds a Master of Business Administration with emphasis in safety management from Trident University, a Master of Arts in Pastoral Counseling and Church Administration from Liberty University and a Bachelor of Science in business administration from Columbia College. 

David has been a member of the local NAACP branch for several years and is currently the chairperson for the Armed Service Veterans Affairs committee. 

David has been married to his lovely wife Michelle for 29 years; together they have four adult children and one grandchild.  He enjoys golf, traveling, singing, and playing the keyboard.

 

SECOND VICE PRESIDENT

Mr. Aaron Milton

Aaron is originally from Long Beach, California. He spent 20 years in the Army as a Combat Medic and retired in 2014 from the Blue Grass Army Depot and decided to make Richmond, KY his home. Following retirement from the Military he served as the Practice Manager for the Baptist Health Urgent Care in Lexington, KY for 5 years and he is now currently the Practice Manager for the University of Kentucky Orthopedic Surgery & Sports Medicine. Aaron has been a member of the NAACP off & on since 2014 & currently serves as the Chair of the Political Action Committee.

Judy Greene-Baker

Judy Greene-Baker
Judy Greene Baker is a retired Colonel from the U.S. Army.  She is the owner/manager of Lisle-Cunningham Farm and Property, LLC, a 50 acre grass fed beef operation, seed production and vegetable farm.  Judy is a Graduate of University of Ky. and Eastern Ky University.  After retirement from the military and federal Government , she has focused on her community. Volunteering  with many groups/organizations.  Currently she is President of The Friends of Maple Grove Cemetery, Treasurer of Concord Homemakers, Member of the Madison County Historical Society and president of the First Baptist Church Usher board. She has been a member of the local NAACP branch for a long time and has served as the secretary in the past. Judy is currently the Ky NAACP State Veterans Chairperson. 
SECRETARY

Gladys Parks

Gladys Parks has been a member of the NAACP since 2013 and is currently serving as secretary following the path of those Madison Countians that have paved the way to do the work of the NAACP. She has been serving as secretary for the last four years and working with other leaders to strive toward the mission of the NAACP. Always staying behind the scenes, she is passionate about helping others at any capacity, giving back to the community, and working diligently to carry out the mission of the NAACP. Gladys received her bachelor’s degree from National College of Business in Business Administration and spent a few years at Kentucky State University taking courses that has led her to serve as the National Meeting Planner for The Council of State Governments, where she has been for the last 19 years. As National Meeting Planner, she has had the opportunity to travel the world and work closely with Governors, State Legislators, and other civic leaders from all over the country. She is a member for First Baptist Church where she has served for several years as the Pastor’s assistant and fulfilling various administrative duties at the church.

Rita Brown

Rita C. Brown has been an active member of the Richmond-Madison County Branch of the NAACP for the past ten years. She joined the organization because she wanted to combat discrimination wherever it exists, and to ensure fair and equal treatment to all citizens.  She is an active member of the NAACP serving on several executive committees within her local branch.  Rita is also active in her community, serving on the Patient Advisory Board at Baptist Health.
She attends Pleasant Run Baptist Church where her husband, Rev. Mitchell E. Brown is the pastor.

MEMBERSHIP CHAIRPERSON

Nannie Black

Nannie is a life long Richmond, Ky. resident and a 30 year retired employee from Gibson Greeting Card in Berea, Ky. She has been active in the Richmond-Madison County NAACP for the past ten years. She has servered in the past as the Chairperson of our Freedom Fund Banquet and has lead our branch in the decorating design and concepts for the last two Freedom Fund Banquets. She is well known for her outstanding decorating/flower making skills. In addition to her work in the NAACP, she is a member of First Baptist Church, Francis Street where she is the assistant head usher, leader of the Middle Adult Fellowship, active in the Womens Fellowship and a dedicated Sunday School member of the Womens Sunday School class. Under her leadership as Membership Chairperson, our branch has doubled its total number of members during the last three years.

ASSISTANT TREASURE

John Black

John is a lifetime Richmond, Ky. resident. He is a graduate of EKU with a BS in Technology. He is a retired I/T VP  from IBM. His personal brand is “Leadership” and is a current Deacon/Trustee and Finance Chairman at the First Baptist Church, Francis St. in Richmond. His leadership experience includes 20+ years as a volunteer and board member of the YMCA Black Achievers Program. He has been a member of the Richmond-Madison County NAACP for over 10 years. In addition to serving as our current Assistant Treasure, he continues his role of Freedom Fund Banquet Chairperson and all things technical advisor to the branch.
